Memorandum.

The within order for the release of property was made, as will be seen, on The 19th of July, prior to the transfer of the said property from the keeping of the Treasury Department to that of the Freedmen's Bureau. At the same time, however, it was required as a condition precedent by the Treasury Dept that Genl Howard, Commissioner for Freedmen &c &c should certify that no requisition would be made by his Bureau upon the Treasury for the said property. I enclose within also a copy of the several endorsements made by Genl Howard (to whom the case was personally submitted upon the application, in conformity with this requirement The order enclosed of 19th of July was prepared for delivery to me at that time; but owing to the unexpected absence of Mr Risley from Washington, just at this time, the necessary forms could not be executed. On his return, a few days ago, the papers were placed in my possession. The within copied endorsement upon the lease, by which it is assigned to me, was made in consequence of a later application on my part; and the money specified has been already paid over by me, and the lease is now in my possession.

I was told in Richmond a few days ago by Col. Brown, that all that would be necessary would be for me to communicate the papers, or copies of them, to the proper officer of his Department. These are therefore respectfully transferred to Maj Lord, for his transmission.
