Norfolk, Va 19 Sept. 1865
Col: O. Brown, Assistant Commissioner of Refugees Freedmen & Abandoned Lands - Richmond, Virginia -

Sir,
I am an applicant for the restoration of certain houses &c in the city of Norfolk, now held by your Bureau under the circumstances set forth in my original petition to the Commissioner. I beg leave to allude here to the grounds upon which I seek for its return:

1st I took the proper oath under the Proclamation of the late President Lincoln - on the 22nd of May last.

2ndly. I also took the proper oath under the Proclamation of President Johnson - on the 3rd of June last - and my property is worth less than twenty thousand dollars. (There are heavy liens by deeds of trust - still unpaid - upon all the said houses, &c - all recorded long before the War.)

3dly. I have not been "engaged either in arms or otherwise, in aiding or encouraging the rebellion" - but have been an invalid for nearly eight years past, & lived in strict retirement during the War.

I yesterday placed in the hands of Mr. C.E. Johnston, the Assistant Superintendent at this place, copies of my respective oaths, & other documents, corroborating the above facts; which I beg may be considered along with the papers hertofore forwarded on my behalf. 

In my present infirm condition, my little means are needed for the support of myself & family, & I respectfully ask for an early & favorable decision.
