The undersigned petitioner, George Loyall, a citizen of the city of Norfolk, State of Virginia, begs to submit the following statement of facts in relation to his house and lot, tenement No 90 East Main Street, in said City, and to ask your respectful consideration of the same.

Your petitioner is seventy five years of age and is very feeble, in consequences of advancing years and as severe bodily infirmity of long standing. He has resided continuously in the City of Norfolk State of Virginia for the period of his life and has not been absent from his home for the past five years.

The tenement No 90 East Main Street has been constantly in his possession for more than forty years until the month of April 1864 when the tenant, then in possession, was forbidden, by the U.S. Treasury agent, to pay him rent. The premises have since been in the possession of the U.S. authorities, and have been occupied as officers' quarters, though not libelled for confiscation. Your petitioner has a life interest in the property, it being a portion of the estate he received by his wife, Margaret Pollard, inherited by her before her marriage. The records of the Assessor's Office of this city show that this property has been assessed to the petitioner for more than forty years.
