Respectfully referred to Col. O. Brown Asst. Commr. Richmond, Va. who is directed to restore the within described property of Mrs. Rebecca McCandlish of Williamsburg, Va, subject to the conditions of Circular No. 3 from this Bureau, and with such arrangements for the comfort of the freed people now living there as can be satisfactorily made between him and Mrs. McCandlish.  Nothing in them order, however, to be construed as giving

The U.S. Govt. has leased until 31st Dec 1865 about 350 acres of this farm to negroes, who have built sixteen or eighteen small houses, and fenced a part of the ground: the balance of the cleared land is used for pasturage: the dwelling house is used for a school and quarters for the teacher and one negro family

As this farm is the property of a widow lady who of course could take no part in the rebellion, I respectfully recommend that it be transferred to her, together with all the personal property belonging to the estate, as soon as it can be done without detriment to the interests of the parties who now occupy it
