To Col. Brown, Assistant Commissioner of Refugees, Freedmen, and Abandoned Lands, 

The Petition of Hamilton S. Neale respectfully represents, That he is a citizen of Northampton County, Va, and the owner, in fee, of a farm called "Mockon," one and a half miles south of Eastville, in said County, containing about ninety one & one fifth (91 1/5) acres,

That on the 19th day of November, 1861, he left his said farm, and went into the Confederate lines, and on the 3rd day of May 1865, he returned to Northampton County, where he now resides, being engaged in the practice of law. 

That on the 8th day of May 1865, he took "the oath and parole required by General Orders, Nos. 49 & 31, Current Series, for a loyal citizen of the United States, residing in a state ever in rebellion, or who has sympathised with the Seceeding States,"  

And that, on the 26th day of July 1865, he took and subscribed, before Lafayette Harmanson, Clerk of the County Court of said County, the oath prescribed in the proclamation of Amnesty, issued by the President of the United States, on the 29th day of May 1869; and on the 28th day of August, 1865, he took and subscribed the said last mentioned oath before P. Hobon, Captain of the post, United States Forces, Drummond Town, Eastern Shore of Va; by virtue of which he claims his property should be restored to him.

That he does not come within any of the excepted classes named in the Proclamation of the President of the United States of the 29th of May 1865, and has carefully kept and observed the terms of said oaths of allegiance, as a loyal citizen should.

That said farm is now in the possession of the Bureau of refugees and Freedmen, and Abandoned Lands, and is occupied for the year 1865, by Socrates Moore, a tenant of the Government. 

That said farm is not occupied as a hospital, or by freedmen, but has hitherto been, & is, rented by a white citizen. 

Your petitioner prays that his said farm be restored to him, and that the obligation [[strikethrough]] of [[/strikethrough]] given by the said Socrates Moore for the present year's rent be be surrendered to your petitioner, and that you grant him such other relief as to you may seem just. And your petitioner will ever pray &c.
