Mr. O'Keefe being a British Subject, cannot produce to you a certificate of an Oath of Allegiance to the United States, but I herewith enclose his consular certificate in lieu thereof, marked "D".

Mr. O'Keefe, having carefully examined the Proclamation of the President of the United States of the 29th of May 1865, finds that he does not come under the exceptions therein mentioned, or any of them, a certificate of which is herewith enclosed marked "E".

In conclusion, I earnestly request that the House and Lot No 31 North side of Mariner Street in the City of Norfolk, seized as the abandoned property of Thomas J. Corfrew, but which is in fact the property of the Rev. M. O'Keefe, be restored to the latter, and that actual possession thereof be delivered to him at the earliest convenience of your Department.
