It is within my personal knowledge, that the President, in view of Mr Pegram's destitute condition, granted the special pardon above alluded to; and I deem it of great public importance in the restoration of our country, that the Government, through its various agents, should do all it undertakes to do, in the granting of pardons &c; and I am confident of your kind & willing disposition to do all in your power, to attain this great object
