You are hereby directed to restore to Wm. H. Peters that portion of his property held by this Bureau situated in and near Portsmouth, Va., and his due proportion of the incoming revenue from property in which he holds an undivided interest, upon his producing the special pardon of the President of the United States, and a certificate from the U.S. District Attorney that proceedings int he U.S. District Court against this property will be discontinued. 
This property will be restored subject to the requirement of Circular No. 3, current series, from
