1123 Col. Brown, Bureau Freedmen Refugees &c Richmond,Va Col. I have the honor respectfully to ask to be put in possession of a tract of land lying in the County of Elizabeth City and State of Virginia Containing by estimation 30 acres more or less Bounded North by the Lands of William Phillips, East by William Phillips and William Storrs, South by Charles Phillips and West by Harris Creek and beg leave respectfully to call your attention to the annexed Transcripts from the records of the U.S. Court held at Norfolk. Va and dated the 27th day of November AD 1865 to the suit of the U.S. vs Thomas Phillips I have the honor further to ask to be allowed rent for the said land for the present year at the price of $60 - the amount I am informed which the Govt. receives I have the honor to be Col very Respectully yr. obt. svt. Thomas Phillips County of Elizabeth City, to wit On this 6th day of December AD 1865 personally appeared before me W.R. Willis a Notary Public for the County aforesaid in the State of Virginia - J.H. Watson and made oath in the form of law that the above described land belongs to the applicant Thomas Phillips, in fee That it is not encumbered by any Mortgages, Deeds of Trust, or by any other liens whatever And that there are no Freedman or colored persons on the said land John. H. Watson Sworn to and Subscribed
