I DO HEREBY CERTIFY, that on the 11th day of October - 1865, at RICHMOND, VA, the Oath prescribed by the President of the United States in his Proclamation of May 29th, 1865, was duly taken, subscribed, and made matter of Record by E. W. Power.

This Day Dr Frederick W. Power personally appeared before me, J. H. Sands a notary public for the City aforesaid, in the said State, and made oath that he in not embraced in any of the exceptions to President Johnsons proclamation of the 29th of May 1865.
