Portsmouth, Virginia
July 18th 1865

His Excellency,
The President of the U. S.

Sir — At the request of an aged citizen of this place Mrs. Margaret Pinner (now in her 78th year) whose property was seized as abandoned, I some weeks since addressed you a letter on her behalf — stating her cause of absence, her application through the designated channels its restoration and her failure in the effort, and asked your intercession, to which nothing has been heard, owing, perhaps, to your many engagements. Referring you to that letter, without repeating its contents — I will again ask your your relief for her, referring you to the act of Congress - 2d July 1864 explanatory of the acts of July 13th 1861 & 27th 1862 - 2d sect: and last clause 3d Sect:

Very Respectfully
Yours,
J. S. Stubbs for
Mrs Margaret Pinner
