Colonel:
Washington Reed, having received the special pardon of the President of the United States, you are hereby directed to restore to him his property in the city of Portsmouth, Va, and that portion of the revenue from the property opposite the U.S. Navy Yard to which his interest therein entitles him, on condition that Mr. Reed produces the certificate of the U.S. District Attorney that proceedings in the U.S. Court against this property will be discontinued.
