This day Sam'l Mitchel personally appeared before me the undersigned a Notary Public in and for the City of Norfolk the State afore-said and made oath in due form of law that he has read the recent President's proclamation of the 29th day of May 1865 in which certain persons therein named are promised amnesty and pardon to certain of the Military and in case of persons of the Smith East and in rebellion against the govt. But in said proclamation there are certain excepted classes particularly set forth. And declarant at the date he refuses to affirm that pardon is not embraced in any of the said excepted classes in said proclamation. Therein now any hand and seal of office 20th day of Sept. 1865.
