Respectfully refered to Col. O. Brown with the information that the horse alluded to, is I presume borne on the property return of Q.M. Dept. for which you are responsible, and cannot be dropped from it without orders from competent authority, but I incline to the opinion that the request should be granted.

After property is taken up on Q.M's returns it cannot be "given up"  The only way open for the claimant to recover is through U.S. Courts. This claim cannot be admitted in these courts if he has given "aid & comfort" to the Rebellion.
