Lieut:-  I am a citizen of Princess Anne County, Virginia, and own a farm in Lynnhaven Bay in said County, now in the possession of the United States Government, and under the control of the Bureau which you represent here - I reached Norfolk on the evening of the 14th ins. from Albemarle Co. Va. and availed myself of the priviledges and rights guaranteed to offenders against the United States Government by the Proclamation of the President, as published on the 29th of May Ulto. on the 15th ins. it being the earliest opportunity that had presented itself for doing so.

I left Norfolk and my home in May 1862 with the Army then in arms to support the late Confederate Government, leaving my family there where they remained until the Spring of 1864, at which time, having no longer the means of support, they left the premises, and passed the Military lines as then established, with the authority of the Comd'g Genl. of this Department - Before the departure of my family the farm refered to, was taken possession of by the Government as were the crops, stock. farming utensils, boats &c. and has been since that time - as now - so held -

I have as early as practicable complied, without reserve, with all the requirements of the Government, looking to my restoration to the rights of loyal citizenship, and do not find
