027 War Department, Bureau Refugees, Freedmen, etc. Aug. 3, 1865 Respectfully referred to Col. O. Brown, Asst. Commr, &c. Richmond, Va. Mr. Schmelz has received the President's pardon, and, from all accounts, is a loyal man, and entitled according to the opinion of the authorities here, to the control of his property. Please have the case investigated and, if entitled to restoration, cause the property to be given up without further orders from this office. L.R. S.-10. By order of Maj. Gen.
