Respectfully referred, with the remark that the within described property contains 800 houses & over 4000 people largely women & children, besides a large Hospital full of patients, a dwelling House & other buildings belonging to the Govt on it. 

It is the farm you went with me over to Hampton to locate some two years ago.

Respectfully returned to Col. O. Brown Asst. Comr. &c. with the addition of the agreement of Mr. Sinclair. I would recommend that his petition be granted only upon the condition that whenever he fails to carry out in good faith the enclosed agreement, the Bureau shall have power to dispossess him, and collect the rents. Mr. Wood, the gentlemen referred to, is perfectly reliable, and was chosen by the colored people to act as their judge, in the Freedmen's court.
