Colonel:
Genl. Howard directs me to inform you that Mr. Strachan from Point of Rocks, Va. has made application for restoration of his property at that place. As the place is now occupied as a hospital, it will probably be impracticable to restore the entire property now. Genl. Howard desires you, however, to allow Mr. Strachan the occupation of the original dwelling-house, with its furniture and yard.

If any other arrangement can be effected between yourself and Mr. Strachan satisfactory to both parties, it will meet with Genl. Howard's approval.
