Mr. William W. Vest of Williamsburg, Va. having received a special pardon from the President of the United States, you are hereby directed to restore, so far as the jurisdiction of this Bureau extends over it, the property formerly owned by him which you now hold as abandoned.

This property is to be restored subject to the requirements of Circular No. 3, current series, from this Bureau, and on condition that present lessees be allowed to retain possession until the expiration of their
