To comply with this, every Corporation would have to make an affidavit, that he or she did not come within any of the exceptions mentioned in the Proclamation? Do you suppose this could be accomplished, considering the number of corporations, and the directors which repudiate each from the other.  I intuit if you do not think your requirements do [[strikethrough]] not [[/strikethrough]] involve acts of impossibilities. Suppose these corporation number 3,000: 5/6 of whom are not within any of the exceptions and the remaining 1/6 is so embraced? How could you refuse to surrender the possession of this property, and what would or could you do with the Shares of the 1/6, or to make a stranger case for your consideration, suppose one of the 3,000 Corporation came within the exceptions of the President's proclamation? would you still claim the possession, and deprive the 2,899 of their property by withholding from them the possession.  

I will state to you, three of the Directors including myself, have received a Special Pardon from the President of the U. States, and the remaining three have taken the Oath of Amnesty

You write "And lastly papers showing the election of Mr Murdough to the Presidency of the Bank by which he is empowered to act as the Attorney for the corporation".  The Certificate of the [[?]] showing any election is herein endowed

Permit me to say, in my opinion, the Act of Congress entitled "An Act to establish a Bureau for the Relief of Freedmen and Refugees" approved March 3rd 1865, gave no authority to take this property, for at the time of it coming into your possession, the State of Virginia was not in Insurrection nor was this property abandoned by the Corporation, neither had the U. States
