0829 Bureau R.F. and A.L. Office Supt 1st district of Va Aug 21st 1865 Respectfully returned to Col. O. Brown, Asst Comm. of Va, and attention invited to the endorsement of E H Noyes. There are now located upon the land of Dr. Waller about 40 forty families of col'd people, and if the land is obtained by the Bureau many more can be comfortably settled here, AB123 A.S. Flagg Capt A.Q.M. and Supt Ref &c R.So.8.21.65 Fd.8.22.65 War Department. Bureau Refugees, Freedmen, etc. Washington D.C. August 28,1865. Respectfully returned to Col. O. Brown Asst. Commr. with authority to restore the within mentioned property. By order of Major Genl. O.O. Howard. Commissioner &c Wm Fowler Asst. Adjt. Genl. L.R.W. 15 E.B. 46 Bureau R.F. and A.L.
