Respectfully returned to Col. O. Brown, Asst Comm. of Va, and attention invited to the endorsement of E H Noyes. There are now located upon the land of Dr. Waller about 40 forty families of col'd people, and if the land is obtained by the Bureau many more can be comfortably settled here,
