To Captain Charles B Wilder, in charge of Freedmen refugees &c. Elizabeth City Co. Va.

The petition of Mrs Catherine C. Watts widow of Geo. W. Watts decd respectfully represents that at the commencement of the late rebellion, she was and had been for several years before a widow living on her maidens land in the county aforesaid, bounded on the West by the Main road, on the North by the road leading to Armistead's Mill, on the south by the land of L.B. [[?]] known as Wheatland. That she is now on the occupancy and possession of the dwelling house in said plantation and has been since the Spring of the present year. That at the commencement of the late rebellion she in common with most of the citizens of this County were compelled by A general panic through the county to leave their homes in the vicinity of the residence because of the frequent presence of and conflict between
