Colonel:
You are hereby directed to restore, so far as the jurisdiction of this Bureau extends over it, the property in Virginia, of which William B. Whitehead was the former owner, and which is now held by you as abandoned.
Said property is claimed to be as follows:- A tract of land immediately adjoining Portsmouth in the County of Norfolk, Va., and a tract near Bernard's Mill, in the County of Nausemond, Va.
This property will be restored subject to the requirements of Circular No. 3 of May 22, 1865 from this Bureau, and upon condition that
