Respectfully forward
The party has complied with the condition of Gen'l Order No. 19, but on paper merely. The Property for which he applies is worth at least 
Thirty Thousand Dollars The Macon House alone
is worth more than twenty thousand. I respectfully forward the communication but am informed by various parties that my report above 
is correct, and that the applicant is guilty of perjury. He refused to take the oath of allegiance under order No 47. issued by Genl Butler and left Portsmouth for the south preferring to live there and aid the rebellion
than to take the oath to the United States. I am informed also that Wilson declared he would rather starve in the south than live in comfort
