in the office of the Special Agents of the Treasury Dept. to pay no rent to Mr. Blow. This of course was unofficial but had Mrs. R - to think that she would not be required to pay rent to any one. 

The Provost Marshal was lead to his decision in the case by an erroneous interpretation of law: namely that "the acts of a legally authorized agent are the acts of the person for whom the agent acts." This, of course, is not true, except when such acts are lawful, which was not the case with Mr. Blow the agent in question. 

The mistake. I feel confidant, is herby accidental and, by no means, designed on the part of the military authorities. Had the persistence made his statement to these Hd. Qrs. or sent it through the proper channel, the case would have been adjusted before this date.
