The facts of the case are that Mrs. Wright has not lived in Norfolk for eighteen years (being a resident of New Orleans) but has had an agent here for the supervision of her property. The parties occupying the house referred to have paid no rent for five years, and a district warrant was resorted to as the last remedy (after repeated applications for the payment) to obtain said rents. Upon the issue of this [[strike through]] order [[strike through]] warrant by Mayor Tabb of this city the occupants applied to Gen. Mann for his interposition and he issued the order referred to.  The investigation he speaks of was altogether an ex parte affair.  I received no notice and had no opportunity afforded me of representing my [[strikethrough]]client[[/strikethrough]] Principle's rights.

By the order of Gen. Mann my Principal is prevented from collecting her just claim of long standing & I respectfully protest against his interference in the matter as alike unlawful and unjust, and appeal to you, to order the immediate revocation of the said order.  That my Principal may be no longer debarred from the remedies which the law affords her.
