Mrs. Mallory considers that she had rented to the Bureau for the year 1866, that part of the Downey Farm which is required, and that the amount of rent was to be arbitrated.

She was not apprized of the offer made by Genl Armstrong until today in consequence of a mistake in direction of letter and has always been willing to accept any offer for the rent which might be deemed reasonable and yet is, and she respectfully submits that under the circumstances the Gov't should retain the Farm for 1866, that part of it wanted, paying rent and surrender the remainder to her.

Respty reforwarded with reference to endorsement of Mr Taylor agent for Mrs Mallory.
Col Phillips represented himself authorized to act for Mrs Mallory excepting in relation to including the public buildings on "Downey Farm" in the payment of rent. and therefore referred my offer made on or about March 13th all to Mrs Mallory who was living in Norfolk. After three weeks delay and frequently inquiring about it I judged that as no answer had come and as Col Phillips could give no reason for the delay and as crops must be pict in at once if at all. it was the wisest course to withdraw my offer and all goal improvements.  Hence the within letter. and

just after it was sent came an explanation of the delay as given in Mr Taylor's endorsement.
I have reopened negotiations with Mr Taylor. come to a full agreement without any difficulty. and submit herewith a copy thereof marked "A"
Bureau operations on the farm are vigorously recommended as not an hour is to be lost. and trust said agreement will be ratified as I deem it just to the owners of the farm. and decidedly for the best interests of the Bureau and of the freedmen. that it be sustained.
