Howard Com'r I do not know what has become of the rolls referred to- they were made out from the affidavits of the Freedmen claiming pay from the Government and of course could not be certified to. the commission could only certify that in their opinion these people were entitled to compensation. The rolls were forwarded to Dept H'd Qrs since which time nothing has been heard of them. It is doubtful whether the evidence of indebtedness in these cases is sufficient to warrant the payment of these men. Their families were supported by Gov't during the time they were at work in the different Staff Departments and in many instances for a much longer period. In some cases, as on Craney Island there was no labor except such as was necessary in caring for the camps of the Freedmen. Yet many of the Freedman thus employed, think they are entitled to pay from Government - Owing to the length of time, since the labor was performed, and the insufficient evidence of the amount of service, I doubt the propriety of attempting to make out rolls for these men.
