Respty returned to Capt Stuart Barnes A Q M & Supt.  The Act of the Gen'l Assembly of Va referred to for instructions and interpretation requires a combination of two things. 1st that the colored persons before the passage of the Act have undertaken and agreed to occupy the relation to each other of husband and wife & 2nd shall be cohabiting together as such at the time of its passage. The man in the case referred to is the legal husband of the woman with whom he was cohabiting on 27 Feby last and never was the legal husband of the woman with whom he formerly lived, whether married to her by religious ceremony or not. as the state laws did not recognize or allow the marriage with the former woman, there is no crime of bigamy committed or necessity for a divorce.
Another section makes the children of the woman with whom a man has formerly lived - whom he recognizes to be his to be legitimate,- but if he do not choose to formally recognize them he cannot be made to support them by virtue of the law.   This law is useful as giving a starting point for marriage, but cannot often be applied to time long past.

Respty returned to Bvt Brig Genl Max Woodhull A.A.G. - General Howard has directed buildings belonging to the Quartermaster's Department in charge of Officers of the Bureau to be taken down, removed, rebuilt &c. for the benefit of schools and other purposes
- In all such cases the officer in whose district they were situated has continued to be responsible for the property.

The property is rented to Chas A Lewis a loyal man who offered to give possession of the house to Mr Ott if he would let him have the house the (Mr Ott) occupied. This Mr Ott refused to do stating that the house he occupied would be rented to a man from Maryland where he gave it up. Mr Lewis has made garden and would be considerably damaged if compelled to leave. and states that he cannot find a vacant house in the place. I informed Mr Ott that I would rent the house to him if he would procure a house for Mr Lewis. he stated that he could mot do this. and that he would look to Mr Lewis to straighten the matter.
