Respty returned to Bvt Brig Genl O Brown Asst Com'r for Va. The reason why this paper was forwarded to Genl Brown is that the Provost Marshall Dept required that the retained copy of each amnesty oath administered should be forwarded to the Provost Marshall General.
I have not been informed that this requirement has been done away with.
The paper was forwarded through the Office of the Asst Com'r because I was unacquainted with name or location of the officer acting as Provost Marshall General of the Dept and because I presumed officers of one bureau should only communicate with officers of another Bureau through the Chiefs of their own Depts.
I was aware that Lt Wentworth was authorized to administer the oath.
