Respty returned to the Asst Supr Elizabeth City Co thro' Capt A.S. Flagg, A.Q.M. & Supr with the information that I have investigated the case of the within named parties and find that the children of Celina Ely - Robert Nancy & James Ely have left Mr Clem Batten's and that they are now living with their father in Southampton Co Va.  In the case of Mary Casey's children, I find that one is 19 and the other 16 years of age. the oldest has a child 12 months old.  Mr Batten had made a verbal contract with them for one year from the 1st Dec last.
I think they are well provided for.

Respty returned to the signers of the within petition thro Lt Massey Asst Supr York Co.
The reason for the action on the claim of Mr. Norton to act as judge of the Freedmen court of York Co. was that a judge should represent the white citizens as well as the Freedmen and when it was ascertained that no white man would act with Mr. Norton it was deemed advisable that the Freemen should elect another man. so that the court should organized as elsewhere. The probability that from admission of Negro testimony in Civil Courts and other reasons. the Freedmen courts will soon be discontinued is another reason for not acting on the petition.
