Respty returned to Bvt Maj W.S. How A Q M & Supt- circular dated Sept 27th/1865, from these Head Qrs. states explicitly the jurisdiction of the Freedmens Court.
The Court in the within case seems to have ignored the circular referred to and rendered a decision regardless of the same.
This decision the Asst Com'r disapproves.
The case can now be tried before the state authorities.
