Whytal A.Q.M. with the information that his return of transportation for the 20" inst shows 21 riding saddles and 24 riding bridles on hand As there are only 10 officers on duty in the 9" Dist who are entitled to be mounted at the Governments expense the number of saddles & bridles on hand are considered sufficient. Capt Whytal will please inform the Asst Comr whether the increase of other means of transportation asked for is absolutely necessary and also whether the ambulances and harness which he has now on hand cannot be repaired at the Gov't Shops. The list of dependents within given is of persons without means of support, dependent on Gov't, and likely to remain so; to give such transportation might not prevent actual suffering immediately, but would relieve them from a filthy, idle, demoralizing condition, give them steady work, a bright future, and would, in the end, be an economy and a great mercy. The list of able-bodied and not dependents is of freedpeople out of employment living from hand to mouth in wretched huts, anxious for work, unable to find it, and eager to go North. By going they could secure steady employment, greatly relieve their physical condition, and be immeasurably benefitted morally. In their behalf it is earnestly solicited that for the sake of a change from a condition of filth raggedness, idleness, and great future uncertainty, to one of comfort, respectability, and fair prospects, the Bureau furnish for these transportation to Boston Mass. The measure of sending freedpeople North to good homes, is thought one of the best means of relieving the press of population at this point which is so great, that extraordinary measures are demanded.
