Rec'd Back June 5th/66 with report of decision of the Civil Authorities. 

Extract
"But the Magistrate and the Executor of the Estate argued and also proved by witnesses that the payment of Freedmen for their labor in that section of Country commenced from the 1st of June 1865, and as the Majority of all claims made by Freedmen for services rendered were only settled from that date. The Magistrate argued that if he gave a decision in favor of Scott, it would give rise to a large number of similar suits, and further as the Constitution has not been amended, and as the Presidents proclamation had not been received until the 1st of June 1865 the slaves were not free until that date."
