"The fees of agents and attorneys for making "out and causing to be executed. the papers "necessary to establish a claim for a pension. bounty "and other allowances. before the Pension Office "under this act. shall not exceed (10) ten dollars" The money collected by Lt Geo Cowper was not taxable. Marcus Friar (colored) mentioned within was employed at this office a few weeks last spring with no other compensation than his rations and clothing, as he is an old man and was destitute and dependent on the Govt for support. Since that time he says he has just kept himself 343 alive by performing such labor as he could from time to time procure. He has now engaged to work for six dollars per month. which is all he is worth on account of his age and measures will at once be taken to secure a portion of this for his wife. who he signifies his willingness to help maintain. In view of the age and inability of these people to support themselves. I respectfully recommend that she be sent to this city where she can be admitted to the Soldiers Rest now used as a "Home" for destitute, aged and infirm Freedpeople.
