Document marked "B" contains the statement of W.H. Rontt. Document marked "C" contains the certificate of L.P. Douglass. Document marked "D" is a proper signed by all the magistrates of the county and refers to the enclosure no.1. endorsing the course of Lt. Sweeney. 
Seven of these magistrates informed me they were ignorant of its purport when they signed it.  They were all unaware that Lt. Sweeney designed this paper to counteract the effect of charges made against him by Mr. D D M Diggs a citizen of the county.  Upon one occasion Lt. Sweeney raised a chain and threatened to strike a respectable citizen of the county who was testifying before the Freedmans Court. of which said Sweeney was a member. 
Lt. Sweeney reported that the Freedman of the county were owing him over one hundred dolls but as he left no evidence of the fact, it is susceptible of a doubt. He claimed this money was due for refraining the Freedmens School House. 
He collected several sums of the Freedman at different times. but I am unable to ascertain how much. As the Freedmen themselves seem to know nothing about it except that some had paid. and some had not paid. Lt. Sweeney stated to Capt Carpenter. The Officer who relived him. that he had paid every account against him for repairing said School House and that not one doll' was due any one. I enclose Document marked "F" containing certificate of J. Willis (cold.) one of the Carpenters employed. 
I presume these papers with the statement I have made are sufficient to explain why I wished this officer relieved. If Genl Howard desires further reasons. I can give some more potent that those mentioned - But, did none of these reasons exist, the ignorance boorishness and utter incapacity of this man unfit him for any position of responsibility.
