Respectfully returned to Maj James Johnson Supt 6" Dist Va. Lieut Ayers is correct in his interpretation of the four lines of the act passed Feby 27/66 within alluded to. It is to be regretted that the results of this provision of the law, are as stated, but the Asst. Commissioner can at present see no remedy.

So far as Indentures made under Circular No 8 are concerned, where they have been properly made. the fact that now the father may step in. and as nearest of kin. under the late law, demand the children. should not be deemed sufficient reason to annul the Indentures.

Respectfully returned to the Asst Com'r &c with inference to statements of Mr Wm. Johnson and atty Parker Jordan. This man is one of those bold and decided men, who has become a leader of his class and obnoxious to the pro-slavery element.
His enemies will let no opportunity pass to drive him away or prevent him teaching the blacks to contend for their rights. He has been reproved by the agent of the Bureau for unjust dealings with colored people, for which he has broken friendship with it, and neither asks aid or gives information - all I know of the merits of the case is derived from these statements.
