General:
I have the honor to transmit herewith Monthly Returns of rations issued to freedmen, &c. for the month of June.

The delay in forwarding is due to a discrepancy between the number of rations alleged to be issued to employees, and the number of rations which the reported number of employees should actually receive.

This is irreconcilable; every effort to get the thing right has so far failed.
