Enclosed I have the honor to transmit a Monthly Report of Rations issued to Refugees and Freedmen in this District, during the month of December 1866. There has been 1.309 Rations less issued in the month of December than in November; while this decrease has been made in the issue of Rations in December the Superintendent is convinced that no Refugee or Freedman has suffered for want of provisions who has made his or her case known to this Office.  The following Rule has been adopted, in issuing rations, by the Sup't since taking charge of this District, that is, to issue Seven (7) days, in Fourteen (14) at the same time informing the persons to whom the issue
