is made, that they must earn money sufficient in the week in which they receive rations as will support them the succeeding week. 

This rule I have found to be productive of good, as it makes these people put forth an effort to support themselves to some extent.

Owing to the Tobacco Factories having stopped work for a time, it is expected that the issue of rations for the month of January will be much greater than for December.
