From Statement I made at this office and from information received at one of the Employment Agencies of this City, I have reason to believe that some of the able bodied Freedmen have Contracted to go into the Country, and in adjoining states leaving their families behind without support and protection. The action of these Agencies having come to my Notice but a few days ago, I am unable at the present, to report the number of such cases, I will give this matter my Earliest attention, and if necessary will make a Special Report which I deem advisable in order that prompt action may be taken if possible to prevent the increase of indigency amongst the Freedpeople of this City, 

In Consequence of the inclemency of the weather during the present month but little demand has been made for Laborers, This causes a Surplus of unemployed hands, in the City
