0009 Bowling Green Caroline Co March 31st 1866 T Frank P. Crandon I forwarded yesterday a report from the Chairman of the Board of Overseers of the Poor for the County. I did not have time to say anything at the time for the mail was starting when I got it. It may be well to tell you that there is no means to help either white or Black, several of the white paupers called on me for help, and informed me that they were in the Poor House until it was discontinued. Personally Mr. Welsh, would do all in his power to help the poor, and would I do believe make little difference as to color.
