In as much as we cannot foresee what number of helpless or idle persons may be thrown upon the charity of the County for support, and as it cannot be expected that any large amount of tax will be paid by or be collected of the freedmen it is impossible to anticipate whether the amount we may have [[?]] will be sufficient to meet all wants of the poor & needy.
I cannot say now what the poll or other tax will be we have on [[?]] meeting to [[?]] the sum We shall apply for on the second monday in past month. If an estimate should fall short of the purpose in view it will be because there are more poor in our County having claim on us than we are aware of or because our people are so poor, in the present circumstances, to meet the demand, and if there should be a deficiency we hope the Federal Government will continue its aid in funds.

Nothing can be expected from the contemplated crop until the end of the present year or the collectors cannot account before that time & any help given before that time would be on the faith & credit of the County
