the number of paupers will increase, and make it necessary to have additional buildings erected.  Heretofore we have had more white & colored in the winter season than in summer.  I would here remark that the county has a farm whereupon the poor house is located, and all who expect to receive county alms are required to repair to that place.

3'dly Taxation.  All the male colored population being now subject to taxation, it is the opinion of the Board that the homeless, friendless and destitute must receive the alms of the community when in the judgement of the resident overseer, a proper case is presented.

4'thly rate of Taxation.  There is a head tax levied on every man without regard to color, of two dollars, and on real and personal property to the amount of fifty cents on every $100 worth of property.  In towns & cities there are additional taxes for purposes connected therewith.

I will lay your circular before our Board at their meeting in April, when doubtless all proper arrangements will be made to meet this subject.
