- States in answer to Circ 12 A.C. Va. March 21st 1866 That the Board will provide for both white and black paupers as far as ability will enable them.
Cannot provide for the support of any more paupers at this time as the rooms are filled to their utmost capacity with govern colored paupers same as white. Tax has nothing to do with supporting the paupers - A Capelation tax is assessed as soon as the Tythes is ascertained.
