I believe this is a principle of the law in regard to white persons. How far our Courts will be governed by it, in the premises, I am unable to say. I have heard no disruption of these matters and am only giving a hint of my individual view. It is also my opinion that the County ought, without delay, to tax the negroes to the full amount necessary to support their own paupers for the simple reason, that as a class, they are not contributing one half of their due proportions of the industry of the County. They have left our houses, and incurred the expense pending or building others. The new generally refuse to make engagements save for a month or a few days.
