I response to your communication of the 26th ulto. I have the honor to state, that whatever may be the disposition of the board of Overseers of the Poor for the county of Orange in reference to providing for the "maintenance or assistance of destitute col'd persons having a settlement in the county" it has neither at present the authority or ability to make such provision. 

The board is only authorized to maintain and support persons placed in the Poor-house, built and provided by the County for that purpose, which Poorhouse is already filled to its utmost capacity by destitute poor whites. These are to the supported for the present year, out of a levy made by the County Court, with reference only to the destitute whites, [[strikethrough]] and is [[/strikethrough]] which levy indeed is far from sufficient for that purpose, the number of such destitute whites having greatly increased, and we greatly fear that some must suffer.
