Col O Brown Asst Comr State of Va Richmond Va Sir I have the honor respectfully to report that the Chairman of the Board of Overseers of the Poor of Fluvanna Co. answers the questions proposed in regard to Colored Paupers as follows 1st. The board for the present year has not convened but that they have for the past year made it a rule to provide for extreme cases of Colored persons the same: as for White and will continue to do so 2d. They provide meat: bread: Milk &c and such other healthy diet. 3d. They will have to be sent to the County Poor House 4th. They can only provide according to their funds 5th. They have made it a rule to help those who cannot help themselves, and the disposition of the board is to do justice to the Colored as well as White persons, but their ability is limited until the Court, makes, the necessary appropriations in June, this year.
