In reply to the Queries of the Bureau of Refugees, Freedmen, & A.L.

Dated Richmond March 21th 1866, & submitted to the Board of Overseers of Elizabeth City County by Lieut. Mont. L. Reed. Asst. Supt.

The undersigned by order and on behalf of the Board, desires to say; The Board expects to support their own poor both white and colored.

The expect to support them upon the farm belonging to the County for the use of the poor. They, the overseers, propose sustaining those poor who had their homes here before the war, & removing such poor, both white and colored, when in need of aid, as have no settlement here, as was the law and the practice previous to the War.
