Captain:
I have the honor to return herewith your communication addressed to the Chairman of the Board of Overseers of the Poor. He handed it in to the County Court yesterday and I can only get the following answer from him or the Court, "That the Poor Funds of Essex County were vested in various Bank and Rail Road stocks none of which now pay a dividend, therefore the necessary expenses of the Poor are levied by the County Court. We have heretofore extended relief alike to white and black without distinction of color"
